TLRPAC Endorses Jennifer Caughey for First Court of Appeals

AUSTIN—Texans for Lawsuit Reform PAC (TLRPAC) today endorsed Jennifer Caughey of Houston for Place 2 on the First Court of Appeals, which covers Harris County and nine surrounding counties. The election will be in 2024.

“Texas judges make critical decisions every day that impact our families and our freedoms, particularly on our intermediate appellate courts, which are often the last stop for some of the most consequential decisions affecting our state,” TLRPAC General Counsel Lee Parsley said. “We need judges who are experienced, qualified and committed to applying our laws as-written. As a former judge on the First Court of Appeals, Jennifer Caughey has already built an extensive body of principled decisions focused on upholding the rule of law and our Constitution. This experience, paired with her extensive litigation and appellate work, make her uniquely qualified to serve on this important bench. TLRPAC is proud to endorse her.”

Caughey is currently chair of the appellate section at Jackson Walker, where she handles high-stakes appeals. She has particular expertise in issues involving statutory and contractual interpretation, constitutional law, healthcare, insurance, energy, administrative law and professional liability, and frequently practices in front of Texas’ intermediate appellate courts and the Texas Supreme Court. She is a member of the Texas Judicial Council, which is the policymaking body for the state judiciary, and a member of the Texas Board of Disciplinary Appeals.

Caughey formerly served as a justice on the First Court of Appeals, where she authored more than 125 opinions on civil, criminal, family and probate law and actively contributed to more than 450 cases. She earned broad support in this role, including winning the Houston Bar Association Judicial Preference Poll. Before being appointed to the court by Gov. Abbott in 2017, she handled civil litigation at the trial and appellate levels.

Caughey received a bachelor’s degree from Princeton University and a law degree from Harvard Law School, where she was Executive Editor of the Harvard Journal of Law and Public Policy and a member of the Federalist Society Board. She clerked for Chief Judge Timothy M. Tymkovich on the U.S. Court of Appeals for the 10th Circuit and Justice Robert Cordy on the Massachusetts Supreme Judicial Court​.
